What is the difference between a vinyl cutter and plotter?

A plotter is widely used in engineering projects, and now it is also used in the apparel industry. It uses a pen to draw the design onto paper, processing in a product prototype into a workable pattern/template. The cutting plotter uses knives to cut out a piece of material and is used mostly in the sign industry. With wide-format production, it is a good solution for car wrapping and window tinting; however, there are some heat transfer suppliers that use a cutter plotter for apparel applications with polyurethane films.
