As far as I know, there is no direct way to change an entire CMYK or RGB palette to a Pantone palette in CorelDRAW. The user could design with Pantone colors in the beginning, but this may not be possible in some design programs. The Pantone matching system utilizes spot colors derived from percentages of basic inks mixed together; CMYK and RGB are, more-or-less, theoretical compositions of colors. In CorelDRAW, the standard CMYK and RGB palettes each have fewer colors than the Pantone palettes.
Color management has been a plague for years and consistency of color has been a challenge for as long. I have a printed Pantone chart that provides approximate CMYK and RGB values for each spot color, but it is not reverse compatible and is valuable only in certain circumstances.
